I thought this was Hangouts asking me, but have since learned it was Windows 10 asking me. So when I said "Yes" now my mic and camera never work in Hangouts.

It's not Skype -- where my webcam does work, incidentally. It's closed and still have similar issue. I can enter a Hangout but my camera will not turn on and others simply see my profile pic.
